What Matters Today
Three federal departments finalized rules today stripping disparate-impact liability from their Title VI civil rights regulations. Defense, Education, and HHS each published final rules removing provisions that allowed funding recipients to be penalized for neutral policies with unequal outcomes, citing Executive Order 14281. Also, OIRA is now reviewing DOL’s Pharmacy Benefit Manager Fee Disclosure draft final rule, with publication expected in September.
